About our Program
What is Project ACT?
Project ACT means All Children Together. The goal of Project ACT is to make it possible for families, childcare professionals and other education and service agencies to collaborate in successfully including children of all abilities in community settings.
Training and Technical Assistance
Project ACT’s Training & Technical Assistance is a comprehensive approach for young children displaying challenging behaviors or developmental concerns in early childhood education settings. Services are geared to both educators and families with the goal continued enrollment.
For Providers and Teachers
- Trainings focus on various aspects of curriculum in early childhood education settings including developmental challenges and disabilities.
- Technical Assistance includes on-site observations, consultations, and introduction of adaptive materials to meet each child’s specific needs.
For Families and Caregivers
- Trainings focus on ways to address challenging behaviors in the home as well as parenting ideas
- Technical assistance provides an opportunity to work collaboratively with the center through individual observation and consultation in an effort to provide a positive educational experience for your child.

Behavior Support Services
Project ACT’s Child Consultative Services provide on-site observation and intervention to child care programs including family care providers and Head Start programs. Services are provided through a grant from the Maryland State Department of Education (MSDE), through contracts with organizations requesting services, as a fee for service program, and through private foundations and funders. The Early Childhood Mental Health (ECMH) program, which is funded by MSDE, provides these free services in Baltimore, Harford, and Cecil Counties. Child Consultative services are provided in other areas of the state as funding allows.
Services are provided to children struggling with challenges such as a diagnosed developmental delay, speech and language delays, and delays in social and emotional development. Through on-site observation and intervention, providers learn how to make accommodations for a child and how to help that child grow and develop appropriate social and emotional skills so the child can participate successfully in the child care setting.
Staff also assist families with:
- Accessing needed resources
- Advocating for their child
- Implementing at-home techniques

How does Project ACT receive funding?
Project ACT receives funding through a variety of grants including the Maryland State Department of Education – Office of Childcare(OCC), the United Way, the Harry and Jeanette Weinberg Foundation and private donors.
